Are these tadpoles going to grow into frogs?

I have a pond in my backyard, and several weeks ago, a frog gave birth to ALOT of tadpoles. They've grown a considerable amount (body size of skittle), but no sign of legs. Its spring right now. Also they LOVE eating worms, is that normal? and are these tadpoles even tadpoles?
