If the Iraq war didn't happen how would America dealt with Saddam?

Clinton had him under wraps..and Saddam was making money off of the oil for food program and he had yellow cake that Wilson stated he didnt have an the UN let him keep which he wasnt allowed to have..since no WMDs were found in Iraq..so what would have been the solution to dealing with Saddam..and dont forget who would be the next leaders of his country if he had died...his two lovely sons..Uday and Yesterday...both so nice guys..so would you have done my commie little leftist friends...thanks
