Do the western garden gnomes have the same status as how Asians consider maneki neko (or welcoming cat)?

I am from Asia, and I never get the idea of gnomes in American family gardens? Are gnomes supposed to protect the garden from going wild, or mostly an ornament like those Chinese stores have the Welcoming Cat at the front?
